The following pictures show two views of the foreskin with the blood flow restricted artificially to show the route the veins follow.  A flaccid penis may or may not have prominent veins showing just as their would be variations on an erect penis.

This picture shows the dorsal vein and how it branches off on the foreskin.

This picture shows the opening of the foreskin where the frenar or ridge bands are, this is always amputated in circumcision. Also notice the absence of hair.

As can been seen from these pictures there is an ample supply route of blood to all parts of the penile skin and in particular to the foreskin bearing in mind the thin nature of the foreskin.  This must be the case if the inner layer of foreskin is to be able to secrete ample fluids and provide the warmth to this delicate internal sex organ.

The circumcision of any child without unavoidable medical need is an abuse of human rights of the child and the adult the child will become.  It is a barbaric act of sexual abuse which degrades and shames any society that allows it.
